What should I do if I want to create and distribute doujin works or fan merchandise?
As a general rule, individuals and groups without legal personality do not need separate permission to create, distribute, or sell fan works within the scope of hobbies and fan activities.

Small unofficial fan gatherings may be held within the conditions set out in theFan Creation Guidelines.
